Introduction
Three funds are
functional in the private sector
component of the programme. The first one,
the Leverage Fund (LF),
is financing
those interventions identified through a sub-sector analysis that will
leverage certain agricultural value chains. The second one is a Research and Study Fund (RSF) financing action-oriented research activities relevant for
either specific agricultural value-chain development or for the
overall programme development. The third fund
is a
Financial Intermediation Fund (FIF) and its purpose is to enable
organisations to acquire technology and hardware relevant in the context
of a particular agricultural value chain. Each fund
has its own procedure of appraisal, disbursements and
supervision.

Leverage
Fund

The purpose of the LF is to finance those interventions that will create a
huge impact in a selected agricultural value chain. The type of
interventions/services, which of course will relate to an identified
constraint, will only be known after an in-depth study of the agricultural
value chain and they may vary a lot. Final dispositions will be made
during the inception phase.

Technical training for beekeepers on improved harvesting methods

Creation of information platform for oil seed market

Preparation of technical note on pineapple varieties and their potential
use

Market study to assess potential for UHT milk production in Ethiopia

Costs of hiring a consultant to write a funding request

Research
and Study Fund

The purpose of the RSF is to support the generation and dissemination of
information that is directly relevant to the goal and objectives of the
programme. This could be information about innovative approaches and
methodologies in areas related to the strengthening of autonomous FOs and
agricultural marketing and/or detailed studies of certain aspects within
the agricultural value chains beyond general VC analysis.
Examples
of
eligible research and study projects:
The
coordination groups have identified the following studies:

Pineapple sector study: which pineapples can grow where and which
varieties can be
processed in which product? What is the market for pineapple products
locally and
abroad? How is the availability of planting material and capacity of
small holders to
grow pineapple?

Feasibility of milk collection centers (ownership,
market, profitability, investment required, potential financing
and others)
-
In the honey sector many researches exist. The fund could finance the
dissemination
of existing research and study work done on honey and bees wax chain to
the beekeepers
-
Edible oil/oil seeds sector: preparation of a market information sharing
system (prices
and traded volumes in oil seed and edible oil, supply )

Financial
Intermediation Fund

The purpose of the FIF is
to enable organisations, i.e. firms, to acquire adding value technologies
that not only benefit themselves but also create higher returns for the
other links in the chain (such as the producers).
Examples of
eligible projects:

Development and piloting of improved hives financing scheme to be
implemented by honey exporter
-
Consultancy fees for preparation of business plan for purchase of oil
extractor
-
Development of warehouse credit to be implemented by MFI
-
Exchange visit for bank staff to successful agri-business bank
-
Conduct of inventory of key data in oil seed and edible oils sector.
Bank staff will use the data in their credit appraisals.
